THE AFGHAN PORTFOLIO OF PROJECTS

On 7th October 2015, in the course of the UNHCR ExCom, Afghanistan Delegation led by H.E Minister Balkhi launched its Portfolio of Projects. Over the past three years, the Government of the Islamic Republic of Afghanistan, Iran and Pakistan together with UNHCR have co-led efforts to translate the strategy into tangible projects, to facilitate voluntary repatriation of Afghan Refugees mainly target needs target needs related to education and skills and livelihood development.
H.E Minister Balkhi in his statement stated that, The National Unity Government of Afghanistan has a strong commitment towards welcoming Afghans home and established enchanted mechanism for the coordination of return and reintegration of Afghan refugees back to Afghanistan. In a statement issued during UNHCR's 66th meeting of ExCom, member States pledged support to the Islamic Republic of Afghanistan to create the conditions necessary for Afghan refugees to go back home and reintegrate.
Member States acknowledged the need for a regional approach towards identifying and implementing lasting solution for the Afghan refugees. The States also reaffirmed support for the Solution Strategy for Afghan Refugee to Support Voluntary Repatriation, Sustainable Reintegration and Assistance to Host Countries (SSAR).
ExCom High-Level Segment on Afghan Refugee Situation

On 6 October 2015, the Executive Committee of the UNHCR held its high- level segment on the Afghan refuge situation in Islamic Republic of Pakistan and Iran. The High-Level Segment was held to recognize the Firm commitment of the National Unity Government of Afghanistan to supporting return, reintegration and the implementation of the Solution Strategy for Afghan Refugees as well as to support voluntary repatriation, Sustainable reintegration and assistance to the host countries (SSAR).
Mr. Antonio Guterres, United Nations High Commissioner for refugees, in his opening statement stated that ''since the establishment of the Afghan National Unity Government, President Ghani and his administration have been committed to making durable solution for refugees and displaced persons, but meanwhile the situation in Afghanistan remain very challenging, as recent event in Kunduz province have shown. He continued by adding that, Iran and Pakistan have generously hosted millions of Afghan refugees for the past three and half decades, in an expression of solidarity and compassion.
H.E Mr. Ashraf Ghani, President of the Islamic Republic of Afghanistan, who was not able to attend the session, delivered a video recorded statement. H.E President Ghani thanked UNHCR for its years and decades of engagement and support to Afghanistan, and for convening a special session on Afghan refugees by focusing on Afghanistan's need and aspiration. H.E President Ghani likewise thanked the neighboring countries for opening their borders, offered refuge to Afghans and are still hosting over several millions of Afghan Refugees.
In his video statement, H.E President Ghani stated the following important issues:
Absence of the rule of the game, among State and Government that has been a strong driver of instability in all parts of the World. Absence of agreement on rights and obligation upon States to produce stability still cost Afghanistan very heavily as the cost of the current imposed war on Afghanistan in particular in the Kunduz Province.
Direct influence of foreign policies and politics, primarily at the national level, the failure of the Afghan political clash in 1992 in order to agree on the rules of the game. The Subsequent conflict that was internally and internationally supported, deprived the people of Afghanistan from the opportunity to benefit from the overthrow and displacement of the former Soviet Union. Further more the failure of regional cooperation and the lack of knowledge that the problem of refugees is a global problem, which can not be placed into an island or forgotten.
H.E President Ghani, expressed his committed and hoped to delete the word ''Displacement'' from the vocabulary. He likewise focused on Regional Corporation, by saying that ''Our poverty will not be lifted, without regional Corporation. The foreign aid offers partial cooperation whereas; the regional aid is full contribution. The alternative to this problem for all of us is to bond together by our rights and obligations.
Afterwards, Mr. Abdolreza Rahmani Fazli, Minister of Interior of the Islamic Republic of Iran and Lt. Gen (Rtd) Abdul Qadir Baloch, Minister of the Frontier Region of the Islamic republic of Pakistan also spoke in the event, urging the donor communities to continue their support and aid to the afghan refugees as well as to help them return back to Afghanistan with Peace and Prosperity.
