SIDE-EVENT ON UPR TRUST FUND ON IMPLEMENTATION

On 15 September 2015, The Office of the High Commissioner for Human Rights held a side-event on “The UPR Trust Fund on Implementation of Recommendation and follow-support given at the country level”.
At the opening of the side-event, H.E Mr. Zeid Ra'ad Al Hussein, United Nations High Commissioner for Human Rights said that OHCHR has been providing technical assistance to States for the support and follow up of recommendations, in particular establishing and strengthening the national follow-up processes.
Mr. Azizullah Omar, Charge d’Affaires of the Embassy and Permanent Mission of Afghanistan, while speaking as a panelist stated that “It has been almost two years since the second UPR of Afghanistan took place in January 2014, since then, Afghanistan had not spared any effort to implement the recommendations it received and accepted. Given that the implementation of such recommendations requires constant efforts and concrete actions, we have already undertaken a number of activities in order to strengthen the implementing framework. There is no doubt without the support of the UPR Trust Fund we could not effectively implement the recommendations we received.
Mr. Omar also highlighted that the National Unity Government stands committed to promoting and protecting the human rights of its citizens, in particular women and children. The primary focus of the Afghan government has always been building a national structure that is sustainable and comprehensive, with effective tools on follow-up of recommendation.
In his concluding remarks, Mr. Omar expressed his sincere thanks and appreciation to all the national and International partners of Afghanistan who have contributed in our mission to promote and improve the human rights situation in Afghanistan.
Meeting with the UNHCR High Commissioner

On 28 August 2015, Mr. Azizullah Omar, Charge d’Affaires of the Embassy and Permanent Mission of the Afghanistan to the United Nations Office met with Mr. Antonio Gutterrs, United Nations High Commissioner for Refugees at the UNHCR Headquarter in Geneva to discuses cooperation plans in the upcoming UNHCR high level segment.
Mr. Omar seizing the opportunity thanked Mr. Gutterrs for his detailed update on his trip to Afghanistan in which he met several senior Afghan authorities and discussed the action plan for Afghan refugees. He further added that despite the fact that Afghanistan is confronted to numerous daunting challenges; it has gained countless achievements in different areas. Refugees and their effective repatriation back to Afghanistan is a key priority for the National Unity Government of Afghanistan. The government of Afghanistan is fully committed to taking practical and concrete steps towards implementing the Solution Strategy for Afghan Refugees and for their voluntary reparation, sustainable reintegration back to Afghanistan.
Mr. Gutterrs while expressing his strong optimism from his trip to Afghanistan and the commitment of Afghan government in issue of refugees added that “we are concerned on finding a solution for prolonging the stay of Afghan refugees in Pakistan. Our second main priority is to create job opportunities for the returnees in Afghanistan and in our next ministerial meeting; jointly with other countries we will focus on such projects”.
Mr. Omar, expressed his appreciation to the work of UNHCR for placing the issue of Afghan refugees as a top priority agenda for this year, and presented the assurance for full support and cooperation.
