32nd International Conference of the Red Cross and Red Crescent Geneva

The 32nd International Conference of the Red Cross and Red Crescent was held from 8th to 10th of December 2015 in the Geneva International Conference Center under the theme of “Empowering Humanity”. The conference was opened by H.E Ms. Simonetta Sommaruga, President of the Swiss Confederation, proceeded by the election of Ms. Fatima Gailani, President of Afghan Red Crescent Society, as the President of the 32nd conference. More than 190 countries and national societies as well as representatives from Academic, NGOs, civil societies attended the conference.

H.E Ambassador Suraya Dalil, Permanent Representative of the Government of the Islamic Republic of Afghanistan, who was accompanied by Mr. Nazir Ahmad Foshanji, Third Secretary, in her statement noted that appointment of Ms. Fatima Gailani, President of the Afghan Red Crescent Society, as President of the 32nd Conference, is a matter of honor for the Government of the Islamic Republic of Afghanistan and a good representation of Afghans in the international arena.

H.E Ambassador Dalil further added that Afghanistan is a country affected by both chronic conflict and natural disasters, and highlighted the government’s commitment to the peace process, respect for International Humanitarian Law and prohibition of use of weapons which create indiscriminate effects, as well as condemnation of civilian casualties during the conflict.

The following resolutions were adopted by consensus at the conference:
1. Strengthening international humanitarian law, protecting persons deprived of their liberty,
2. Strengthening compliance with international humanitarian law,
3. Strengthening legal frameworks for disaster response, risk reduction and first aid,
4. Sexual and gender-based violence: joint action on prevention and response,
5. Health care in danger: continuing to protect the delivery of health care tougher,
6. The safety and security of humanitarian volunteers,
7. Strengthening the International Red Cross and Red Crescent Movement response to growing humanitarian needs,
8. Dissolution of the Augusta Fund and allocation of the capital to the Florence Nightingale Medal Fund Revision of the Regulations for the Florence Nightingale Medal,
9. Power of Humanity.
10. Implementation of the Memorandum of Understanding and Agreement on Operational Arrangements dated 28 November 2005 between the Palestine Red Crescent Society and Magen David Adom.

Moreover, the Permanent Mission of Afghanistan to the United Nations in Geneva and the Afghan Red Crescent Society participated in the election held for the five members of Standing Commission of  International Federation  of the Red Cross and Red Crescent.
